Below are roles and responsibilities Training Providers eligible to receive Individual Training Grant (ITG) vouchers must follow to be listed in the NYC Training Guide.  The Workforce1 Career Centers referenced on the Training Guide include the Workforce1 Career Centers and NYS Department of Labor centers.

Requirements for Receiving Individual Training Grant Vouchers

To be eligible for vouchers, courses must lead to industry-recognized credentials. In addition, only courses that lead to employment in high demand industries, or growth occupations, in New York City are eligible for ITG vouchers.

SBS maintains and updates the list of growth occupations, based upon Department of Labor research, its own research, information and priorities. The New York Human Resources Administration (HRA) can also issue vouchers for occupations based upon its own research, information and priorities.

Marketing Strategies

The NYC Training Guide is a great way to market your courses to the Workforce1 Career Center customers and jobseekers. The NYC Training Guide uses information found in the ETPL. It is important that Training Providers enroll and update school and course information accurately on the ETPL- including course description, course pre-requisites, training location, and other data.

Courses should be promoted to customers in a way which truly reflects the content, so customers know what to expect and how to choose a course which will enable them to become employed or advance in their careers.

False or misleading marketing aimed at Workforce1 Career Center jobseekers can result in being reported to licensing authorities or being sanctioned. Examples include:
 1. Advertising guaranteed employment;
 2. Advertising a course is free and then referring a customer to the Workforce1 Career Center for an ITG voucher.
 3. Filling out training research forms for customers.
 4. Bringing groups of customers to the Workforce1 Career Center without prior consent from the Center.
 5. Visiting a Workforce1 Career Center to market your school to customers. This includes dropping off flyers or materials without prior consent.

Referring Customers To Workforce1 Career Centers for ITGs

Customers referred from a training provider to a Center are not guaranteed receipt of an ITG voucher. Customers must participate in a comprehensive assessment which may result in being placed in a job, receiving an ITG voucher, or being referred for other employment related services.

It is critical that customers are properly informed about what to expect at a Workforce1 Career Center. When referring a customer to Workforce1, customers should be informed that:

  • They must attend an orientation to learn about all available Center services. 
  • Customers will be assessed to determine the appropriate services to help them become employed or advance in their careers. 
  • In order to obtain an ITG, customers must meet the pre-requisites of the training course, have the qualifications to achieve employment after training and complete research on the desired growth occupation and potential Training providers.

ITG Voucher issuance

A customer must not enroll, become fiscally responsible for payment, or start classes prior to an ITG voucher being issued. Customers who began training prior to receiving a voucher will not receive approval. The Training Provider must not encourage the customer to take a loan or pay for a course with the expectation of a voucher being issued.

Each customer granted an ITG is eligible to receive a voucher equal to the price of the course, not to exceed the tiered price cap.  The maximum is established by local Workforce Development Board policy and may be changed with the consent of the board.

Conditions for Withholding Payment

Payments may be withheld if the school violates its state licensing agreement, teaches a course which is not approved or covered under its licensing agreement, fails to provide instruction or cover material that is essential to the subject matter, or advertises course prices and conditions different from what appear in the NYC Training Guide.
