About Us
The Department of Small Business Services (SBS)
Small Business Services (SBS) runs New York City’s workforce development programs, which connect employers to a skilled workforce and provide training and placement services to the City’s adult workforce. Workforce1 Career Centers are located throughout the five boroughs and provide the City's jobseekers with a full array of employment services including career advisement, job search counseling, skills training, and job placement. SBS operates these centers in coordination with the New York State Department of Labor and the City University of New York, combining the expertise of many different organizations to provide a seamless network of employment services and business development resources.

Workforce Investment Board (WIB)
The New York City Workforce Investment Board (WIB) is dedicated to supporting the Mayor’s economic development agenda by effectively and efficiently connecting New Yorkers to jobs and ensuring that employers throughout the City have the skilled workers they need to grow, compete and prosper.
The New York City Training Guide
Customers use the New York City Training Guide to research occupational training that will be a match for their employment goals. Research is not a guarantee that a customer will receive an Individual Training Grant (ITG) voucher. Only courses that provide training for employment in New York City growth occupations and priority sectors are eligible to receive ITGs. SBS adds to or subtracts from the Growth Occupation list based upon Department of Labor research as well as internal research, information and priorities. The New York Human Resources Administration (HRA) has the discretion to issue voucher for occupations based upon their own research, information and priorities.
Evaluation
Under the federal Workforce Investment Act (WIA), the goals of the New York City workforce investment system are: system performance, accountability, and continuous improvement. In keeping with these goals, the New York City Department of Small Business Services (SBS) and the Training Committee of the NYC Workforce Investment Board conduct periodic performance evaluations of training providers receiving WIA Individual Training Grant (ITG) vouchers through the Report Card and Customer Surveys.
Human Resources Administration and Department of Social Services (HRA/DSS)
HRA/DSS's mission is to make work central in the lives of all able-bodied New Yorkers receiving cash assistance. HRA contracts with community based employment and training organizations to provide job readiness training, placement services and vocational training to applicants and recipients of cash assistance. Through these services, in a structured and professional environment, HRA builds on each individual’s capacity to achieve job placement and ultimately career advancement.
